    In Arizona they builders don't know what they're doing and just put those tiles directly on particle board. None of that tar and mat material.

    I've done this method before and it works very well but its a bit of overkill for that type of tile. We usually did this on old houses with an existing clay tile roof (U shaped tiles) that had leaks and needed new underlayment and the home owner wanted to save the old tile but also wanted to be sure it wouldn't leak for a very long time. A new felt and bat would have sufficed but this would easily last longer.
